The Basic Education Sector Reform Agenda The Department of Education (DepEd) is pursuing a package of policy reforms called the Basic Education Sector Reform Agenda (BESRA) to build upon the efforts of the Schools First Initiative (SFI) and to create a basic education sector that is capable of achieving the Education for All (EFA) objectives by 2015. 
Geared towards improving educational outcomes through an enabling policy and institutional framework, BESRA focuses on five key reform thrusts (KRTs) and one of these aims to get all schools to continuously improve.
